Information on Philadelphia's Real Estate Tax Installment Program

The City of Philadelphia allows senior citizens (over age 65) or low-income residents to pay their real estate taxes that are due on MARCH 31, 2023 in monthly payments over the year instead of in a lump sum payment. This plan is only for current, not past due taxes. Monthly payments for your 2023 taxes will be calculated by the City and billing will begin in May, 2023 and end in December, 2023.

This benefit is in addition to the homestead tax exemption each resident can claim.

Here are the steps:

1. Log on to phila.gov for “Real Estate Tax Installment Plan" or click here:

2. Print out the two-page application form. It walks you through the two categories. You will need your OPA number which is found on your notice of real estate tax assessment. Seniors fill out only the first half and are not required to fill out any information on their income.

Low income residents will find a graduated plan depending on size of family and income levels.

3. Mail or deliver the application form to the City Department of Revenue by March 31, 2023. NOTE: mail can be slow; so mail the application early or deliver it in person to be certain it is received on time. See the addresses on the form.

4. The Department of Revenue will send a notice of approval of the application.

5.You will receive a notice of the monthly payment due beginning May 1. The window to receive payments is between the 1st and 15th of each month. In November you will receive a bill for any additional balance due. On Dec. 1 you will pay your monthly bill PLUS any balance due. As long as payments are made in a timely manner, the City will automatically enroll you in the plan for next year.

NOTE: the City does not always send a bill each month. If you do not receive a bill for a particular month, you still must make the payment on time.

6. Many residents set up automatic monthly payments through their bank accounts. NOTE: bank checks must be mailed as there is no method to electronically transfer funds to the City by the bank. Or residents can pay each month by sending in checks or by authorizing individual electronic payments from their checking account.

Most programs are free of charge to our members and active volunteer partners.  Non-member guests are welcome to attend up to three programs before being asked to join Penn's Village as a member or volunteer partner, or by paying $10 per additional program.  Refunds are available if registration is cancelled prior to the program.
